Reasons to be Included:
µswsusp provides "user space tools used for hibernation (suspend-to-disk) and suspend (suspend-to-RAM or standby) on Linux systems." It is required for certain systems (such as my Ideapad 11s) in order for sleep and suspend to function properly (as per the DebianON page).
Open Source: Yes
User Benefit: There may not be many people that actually need this package, however it seems like it's worth it not to have to compile a package from source just to get your computer to sleep automatically.

Is this still needed, given we have a new systemd that may have since improved hibernation and suspension?
