  1. Patches shouldn't go on package requests.
  2. Your package request isn't valid, it needs to follow https://solus-project.com/articles/packaging/request-a-package/en/
  3. Patch submissions for package requests shouldn't be added until something has been accepted for inclusion.

It is a package submission following https://solus-project.com/articles/packaging/submitting-a-package/en/
But the page regarding doesn't give much information other than submitting a patch file and Patch Submissions Tag. Can you clarify the statement "until something has been accepted for inclusion" ? Does that means we have to start with package request before a patch submission?

Yes, always file a package request, then if it is accepted for inclusion, provide a new task following the Submitting a Patch document that has the patch in it.
