But the page regarding doesn't give much information other than submitting a patch file and Patch Submissions Tag. Can you clarify the statement "until something has been accepted for inclusion" ? Does that means we have to start with package request before a patch submission?

Yes, always file a package request, then if it is accepted for inclusion, provide a new task following the Submitting a Patch document that has the patch in it.
