You likely turned of notifications via Gnome Control Center. Those only apply to Gnome Shell (to my knowledge), which Budgie isn't.

Doesn't that make this a budgie bug and invalid?

No. It isn't a Budgie issue. It is the fact that GCC is quite specific to Gnome Shell, including their notifications.

Either way I don't see this being fixed unless we throw out GCC and replace it.

This should be fixed when we ditch G-C-C in a newer version of Budgie.
