Here's a set of patches that update NetworkManager and friends to the latest stable versions. Requires a patch to fix a build error on 32-bit compilation. I've already communicated with upstream and fix will be in the next version.

Any updates on this? Some of these patches are already outdated as there are newer releases.
I need support for importing configs with inline certificates from the OpenVPN plugin. Which was added in 1.2.0 of that plugin.

I am not sure if this is a Budgie issue or not, but the Arc-Darker theme colours do not apply to the current NetworkManager Applet 1.0.10, so it kind of looks out of place among the other native Budgie panel widgets. Not sure if a newer version would solve this.
Any chance to land this before the upcoming ISO snapshots? It would be great if the theme colour problem can be worked out as well.
Alright, updated everything in unstable today. We opted to jump to NetworkManager 1.4.4. Thanks for the initial work and for raising the issue in the first place!
