After testing, using our ffmpeg doesn't seem to be a viable option, it destabilizes Vivaldi (tab crashes and the like). So most viable option is investigating Chrome / chromium ffmpeg.

@JoshStrobl Vivaldi had a Linux specific issue, that was fixed with a new release - the one currently in the Solus repos - a couple of days after you posted this. Did you also try testing with the new version?

@Codalunga It clearly needs Chrome / Chromium's ffmpeg. It outright refuses to use ours, including the latest Vivaldi and Vivaldi Snapshot.
