Disabling automatic suspend doesn't disable suspend

Description

This is not necessarily a contradiction, but it's a conundrum because there doesn't seem to be any way to disable suspend, apart from disabling "automatic" suspend, whatever that means. When I shut my laptop, it still suspends. This might be a good default, but it's not always appropriate. It looks like we need another Power menu item to control this behavior like what to do on lid closure.

This is an option via Gnome Tweak Tool.
