Epiphany was removed initially for libhandy, but it also would have been eventually removed on account of being based on WebKit. We ship libwebkit-gtk for limited use in required apps, but they typically don't use it as a full web browser. Compared to other web engines like the ones used by Firefox and Chromium, WebKit really can't compete in terms of security and the like. We honestly wish we didn't need to ship it at all. If you really want to use Epiphany, I actually suggest the flatpak version since it will sandbox the application and protect your machine.
