Why we should include this into the repository, i.e. what does it do that the alternatives do not?: ART is an raw image processing program based on RawTherapee. It trades a bit of the customization and control of Rawtherapee for a simpler and easier to use interface, while still retaining the power and quality of RawTherapee. I believe this makes ART a good alternative to the other open source raw image processing programs such as RawTherapee or DarkTable, which are much more focused on extensive user controls but therefore come with a very steep learning curve
