Update to 1.2.16

Changelog:

• Fixed label geometry in LT2P dialog box
• Removed "Prevalent Algorithms" button

Packaging:

• Stick with 1.2.16 until we (Solus Core Team) make a determination on licensing state of OpenSSL and GPL, not to mention actual technical reasons such as the requirement for OpenSSL 1.1.0+ for Machine TLS certificate support. More info here.
