Drop python-qt5 from python3-qt5

Summary:
Packager notes:

• Drop python-qt5 since there isn't any other package that is using the python2 module.
• Enable the build of .sip files which are needed to build veusz. Previously they were pulled from python-qt5.
• Undelete /usr/bin/{pylupdate5,pyrcc5} which are needed to build qgis.
• Undelete /usr/lib64/* files, since there isn't anymore conflict with python-qt5.
• Drop the python2 package python-enum34 from deps.
• Add a homepage and clean buildeps.
