Backport an option to disable rewinds

Summary: Backport an option to disable rewinds. Fixes crackling with PulseEffects. Fixes T8916.

Test Plan: Try to adjust volume in applications like Spotify etc. when PulseEffects is enabled. Crackling shouldn't happen any more.
