Summary

The current build is not building the network helper due to a missing libnl

Test Plan

Built and installed package with libnl present at build time. Give the network helper the required permissions ( sudo setcap "CAP_NET_RAW=+ep" "/usr/lib64/kf5/ksysguard/ksgrd_network_helper" ) and network download/upload columns are being displayed in KSysGuard again.
