Summary

Add "Rework cache timestamps" to systemd

Fixes this issue with systemd version 246, which at least Doctor_Junglist and I are experiencing. It manifests in extremely slow boot times (on my system it takes about 10x longer), random failed boot attempts and extremely high CPU utilization.
The patch fixes all of these issues on my system.

Test Plan

Rebooted several times to check the issue is gone, checked that the high CPU utilization has also disappeared, used my system for about half an hour to perform various tasks

I've tested the fix, and I can confirm that it fixes the issue. The system now boots without any issues (normal speed, and no failed boots).
