Fixed maximum for 16 bit input with diagonal filters and optimizations.
Fixed deadlock in fmserial filters introduced in R51.
Fixed more averageframes bugs.

Depends on D9491.

Test Plan

Performed my usual test - played back video in mpv with Vapoursynth-based script for framerate interpolation.
