Summary

Additionally, switch to using JDK11 for build and runtime.

Notable changes:

Updates lm-coursier to 2.0.0-RC6-4, which now uses OS-specific cache locations
Updates Apache Ivy to handle HTTP redirects
Updates sbt-giter8-resolver to 0.12.0, which brings in giter8.version support in project/build.properties
Displays welcome banner with sbt version and Java version
