R2473:e543511d6cb0: Update PowerTOP to 2.12 and Fix License
Summary

Updated Powertop to 2.12 which includes support for Comet Lake, Jasper Lake, and Skylake processors. Powertop also now lists their SPDX tag as GPL-2.0-only instead of GPL-2.0-or-later.

Changelog:

  • intel_cpus: Enable Jasper Lake support in PowerTop.
  • intel_cpus: Enable Sky Lake server support in PowerTop.
  • intel_cpus: Enable Comet Lake (Mobile) and Comet Lake (Desktop) support.
  • tuningsysfs: use med_power_with_dipm for SATA link power management.
Test Plan

Tested 2.12 by running powertop and powertop --auto-tune in terminal. Everything functioned and looked as expected.
