Summary

Added missing component 'multimedia.codecs' and updated license identifier to 'LGPL-2.1-or-later'. Also added homepage field.

Test Plan

Decoded multiple .dtshd files into multiple .wav files (via dcadec -m input.dtshd output_%s.wav) from 'test/samples' directory. Compared the decoded wav files with the originals from 'test/samples/reference'.
