Summary

Added missing component entry "system.utils" and change license identifier from old LGPL-2.1 to LGPL-or-later.

Test Plan

Rebuild package okular (which depends on chmlib) locally with updated revision. Tried various operations within Okular (opening PDF, searching, adding notes, highlighting text, adding bookmarks).
