R1764:802349199805: Add pkg-config for support in qtractor

Summary

This commit adds a much needed pkg-config file to make qtractor able to find libmad at build time. This is in preparation for the upcoming release where the cmake build system is in good shape (old buildsystem still doesn't find it).

Test Plan

Rebuilt a devlopment version of qtractor with libmad enabled correctly.
