Succesfully build rmlint, mongodb, endless-sky and godot with this version.
Install locally and check scons manual.

Succesfully builded endless-sky and godot with scons-3.1.1, but failed with mongodb because my PC freeze and I think it can't handle it. I may give another try but I will appreciate if someone with a better machine try to build godot with scons-3.1.1.

Build successfully mongodb with this version of scons.

Remove Windows scripts

Update "Test Plan" with other packages builded with this version of scons.
