R4943:007ba9301758: Initial commit of mingw-w64
Summary

The inclusion of mingw-w64 fixes T5979.
This package contains libraries, runtimes and binaries for the
MinGW-w64 target, both 32 and 64 architectures.
I've also added empty headers in pkgfiles, otherwise It cannot
be built. Depends on mingw-w64-gcc.
Also It requires to be rebuilt for winpthreads inclusion.

Test Plan

Built and tested (in Wine) a C "Hello, World!" program (with both GCC and Clang), a libstdc++ test, the godot export template, a simple Rust cross-compilation "Hello, World!" app and a Go cross-compiled sdl2 program (which also required a locally built SDL2 package).

I don't want this to fall under the radar. Would be extremely useful for building windows bridges in Carla :)
