Note that this has been updated to 1.2.10 instead of 1.3.0 because that is the version that Docker 19.09.3 is built against.

Except it uses its own runc shim and 1.3.0 fixes CVE-2019-16884 in runc rc8 that is in rc9. So this needs to be updated to 1.3.0.
