R2679:e801f39505ba: Update python-qt5 to 5.13.1

Summary

Added the (temporary) pyqt5_enable_new_onexit_scheme() to allow experimentation with the new on-exit clean-up scheme.
Added support for sip v5.
Added the missing QObject.disconnect(QMetaObject.Connection) overload.
Deprecated PYQT_CONFIGURATION.
SIP v4.19.19 is required.
