Update nvidia-developer-driver to 435.24.02

Changes:

New extension: VK_KHR_shader_subgroup_extended_types
Fixed a regression introduced in 435.19.02 that would cause some applications which use the VK_KHR_display extension to segmentation fault

Test Plan

Rebooted, launched Steam and played the free DXVK game "b"
