Test Plan

Rebuilt and tested all reverse deps
Checked the replaces works correctly

This is required as python-pyproj needed to be updated to build against python 3.7 (See T6817)

Rebuilds:

libspatialite - needs to be instructed to use old api
python-pyproj - needs to be updated to 2.3.1
qgis- rebuilds without issue.
qmapshack - need to add a missing cmake file from tarball, updated to 1.13.1 as well.
vtk - needs a patch to build against new api

Once the above mentioned items are resolved, we'll need to coordinate so I'm deploying the deprecations / replaces in solus_sc/repo_data into ferryd when you land it.
