Inclusion of budgie-extras in the repository.
This package contains the following Budgie plugins:

Brightness Controller
Kangaroo
Quicknote
WeatherShow

Resolves T7857

Test Plan

Added the 4 plugins to the panel, write a note, check the weather in the panel and on the desktop, browse folders from my home directory, changing brightness.

49	Are you sure this is correct? Their meson file isn't indicating it is looking for an executable but rather a dependency, e.g. a pkgconfig, in which case it should be `pkgconfig(xrandr)`, which is from libxrandr-devel
