Summary

Initial commit of ruby-safe_yaml

Test Plan

Install the package and run the command. Will show general info about it. Test STDOUT by doing safe_yaml -f package.yml which will dump the file to the terminal. Then test flag --libyaml-check, which will check for libyaml vulnerability.

Update package name to ruby-safe_yaml

Add maintainer file.

Add maintainer file (for real this time).

I'm abandoning this because Jekyll was updated in a way that it does not require this to be in our repository. See https://dev.getsol.us/D6888#114662 for more details.
