R3723:deb8354e443c: Initial commit of libserialport, required for T4063
Summary

This adds the libserialport package, required to support serial
devices in libsigrok for T4063.

Test Plan

Once sigrok-cli and PulseView are built, verify communications
with logic analyzers that present themselves as serial devices such as
the OpenBench Logic Sniffer.
