Summary

Initial working python-pylint. Satisfies T3684, also a dependancy of spyder (T1664).

Test Plan

Installed and tested in Visual Studio Code. Works OOTB with the python extension installed. Also tested in GNOME Builder.

2	I would just call this pylint, seeing as it isn't a python library but rather a tool for python.

Seeing as python-pylint isn't a thing (yes, the git repo itself exists), if you could do this against an empty repo so there isn't patch landing issues, that'd be appreciate. I'll see about nuking the python-pylint repo or disabling it. Sorry for the back-and-forth, only noticed the deletions now.
