Update woeusb to v3.2.12

Changelog:

• 3.2.12 "features some minor improvements to the code"
• 3.2.11 "fixes a big regression causing source image with >4GiB file can't be installed on disks with NTFS target filesystem using --partition USB preparation mode"

Updated, wrote a Windows 10 image to an usb stick and installed it from there (since I had to set up my computer anyway :) )
