Summary

Update python-packaging to the latest stable version 18.0.

Changes:

  • Improve error messages when invalid requirements are given.
Test Plan

Testing installing/uninstalling packages using pip/pip3.
Tested creating virtualenvs using pipenv which installs all packages as expected.
