Summary

Initial packaging of intel-undervolt at version 1.5 resolves T6963.

Test Plan

I have had this packaged, installed and running for almost a month on my system
with no problems at all.
Tested undervolting the i7-8550u in my Dell XPS 13 with undervolted values
remaining persistent by enabling the "intel-undervolt" systemd service.
