Summary

Initial packaging of virtualenv-clone at version 0.3.0 as a dependency for pipenv.

Test Plan

Installed as a dependency of pipenv with everything working correctly.
Used virtualenv-clone to successfully clone a virtualenv.

There was no need to build for both Python 2 and Python 3.
