If anyone can help finding out what's wrong perhaps after it's landed, it could be nice.
I tried to force the locale to en_US.UTF-8, I did update xmlto and docbook-xml packages but it didn't help (I haven't tried make -j1, perhaps I can do that). There are other packages in this stack that builds their doc in the same way and I didn't face any problem with them.
