Summary

Initial packaging of snapraid at version 11.2.
The inclusion of snapraid fixes T4601.

Test Plan

Installed and ran 'snapraid --version' which correctly reports the version installed.
Ran 'man snapraid' which correctly opens the man page for snapraid.
Created a dummy disk array and tested several different snapraid operations including sync/scrub/fix all of which worked as expected.
