Summary

Fixes T6566 by moving the purple-* scripts in usr/bin/purple* to libpurple instead of libpurple-devel.

Test Plan

purple-remote, purple-send, purple-send-async, and purple-url-handler should be packaged as part of libpurple and not libpurple-devel

To test actual usage of purple-remote:
purple-remote 'setstatus?status=available'
purple-remote 'setstatus?status=offline'

purple-send or purple-send-async:
purple-send PurpleAccountsGetAll

Also changed the sorceforge URL because nchc.dl.sourceforge.net has an expired Let's Encrypt certificate of 88 days (at time of posting)
