6	When you look at the comment in the sources, it's clearly specified -or-later

That's the standard source comment. We are marking things as GPL-X.0-only in order to indicate that we are not relicensing the software under a newer GPL. This is no different than our older practice of using GPL-2.0 over GPL-2.0+ to indicate the same.
