Initial commit of create_ap to make hotspots easier.

Test Plan

Created a hotspot with create_ap wlp3s0 enp2s0 My-AP 12345678 and had full access via WiFi.

It is not unusual the some patches remains in the queue for a long time, it doesn't mean nobody cares.
