Summary

Adds kwalletcli tools, which adds helpers for gpg-agent and ssh-agent configuration on plasma, with kwallet integration for passphrases.

Test Plan

Tested to make sure it works as adertised by running pinentry-kwallet, and ensuring things are automatically unlocked when needed by using the kwallet entry.

8	Builddeps should be alphabetical with pkgconfigs first.
14	You shouldn't need kwallet as a rundep if there is an executable linking against it. Please check this.
