R492:6a606581dfd0: Update cargo to 0.26.0

Summary

cargo new now defaults to generating a binary template.
cargo new no longer removes rust- prefix or -rs suffix from package names.
cargo doc should be faster in some cases.
Checkouts of git dependencies should be faster too.
