notmuch email indexer built with python/ruby bindings

Test Plan

notmuch has a very nice set of tests. however, it requires dtach to run, which is not available in solus yet.

so i can only test on my own email repo with the following commands. title of recent emails in my inbox are listed in the console.

notmuch new
notmuch search tag:inbox date:20180310..
