R2511:4ce49d619d39: pygments: update to 2.2.0

Summary

Versions up to 2.2.0 adds a number of new lexers as well as includes a number of bug fixes.
Sphinx py3 additionally requires a py3 built version of this library

While removing python2 is ok at the moment it may not always be in system.base as eopkg will be re-written to sol at some point and we may no longer need python in system.base :)
