Can I ask you to try to find some of the older packages and make sure they build against this? I'd hate to break CLI stuff.

Address remarks from @DataDrake & update to latest patch level.
Flagged as WIP because I'll do the full rebuild when I get my computer back from repair.

TO DO : rebuild stack

There are still too many packages that fail to build against readline 7
But it's now converted to ypkg format.

31–35	Should be moved to -devel

Move info/man3 files to devel, delete doc directory that only contains CHANGES, INSTALL and README
