Summary

Initial working jxrlib dependency for R844 freeimage.
Patch is from debian to use cmake to avoid static archives & nice file paths.
Source is a semi active fork on github. Original repo is a readonly on codeplex.

Test Plan

Used 'JxrEncApp' to encode image to a .jxr file and JxrDecApp to convert
back.

I've been able to build this package successfully. As I understand, it needs more testing before it can get approved. I understand it's not urgent at all, but still it would be nice to have it. It's a prerequisite for freeimage packaging, which is basically the last missing piece for enabling people to build RetroPie on Solus. Actually, after building this, then freeimage and updating openjpeg to 2.3.0, I can confirm that RetroPie/EmulationStation builds successfully.
