Summary

This enables wireplumber by default.
Note that it is still only started when pipewire.service is.

Test Plan

Install wireplumber on a system running pulseaudio,
start the pulseaudio user service and verify that wireplumber is started.

Tested on a VM, works great, successfully switches to pipewire after reboot. Needs rebasing though
