Summary

Add the xpad-noone driver to improve compatibility with older xbox gamepads. Fixes T10447

Test Plan

Unplug the dongle and install xone. Run sudo xone-get-firmware.sh to install proprietary firmware.
Plug in the xbox dongle and pair an xbox controller.
Launch an application (such as dolphin) and make sure the controller works.
Plug in an xbox 360 gamepad. Make sure it also works.
