Depends on D13759.

Packager notes:

Didn't enable native PipeWire support yet, as mpv crashes on audio initialization with default settings when PulseAudio is used as main audio server. Needs investigation, will be enabled (and patched if necessary) later.

Test Plan

Played H264, VC1 and AV1 videos in mpv using vo-gpu and new vo-gpu-next video ouputs.
Rebuilt packages using libmpv:
- celluloid (needed a build fix)
- haruna (part of update stack for minor packaging fix)
- mpc-qt
- vidcutter (needed a patch)
