Summary

This is not done. It will conflict with vagrant due to weirdness in how gems interact. Do not install. Will not work. The symlinks are broken because I'm not sure what to do. The binaries don't exist in the $workdir/bin folder. If you can help please, would be much appreciated :). This is also to help track T_2260. (Not using correct format because I don't want phabricator to call it completed). Just want people to know this is being actively worked on. Please refer to (T_5014) as this situation develops
