Summary

Depends on D12679.

This is part of the refactoring of protonvpn-cli (R4449). Before, protonvpn-nm-lib was packaged into protonvpn-cli, but since the inclusion of protonvpn-gui (T9924), managing versions has gotten messy, hence this package is now separated.

Test Plan

Successfully built and run protonvpn-cli.
