R5435:431b0e5968dd: Initial commit for proton-python-client, v0.7.1

Summary

This is part of the refactoring of protonvpn-cli (R4449). Before, proton-python-client was packaged into protonvpn-cli, but since the inclusion of protonvpn-gui (T9924), managing versions has gotten messy, hence this package is now separated.

Test Plan

Successfully built and run protonvpn-cli.
